Quite correct. and that standard Velcro does eventually loose its grip, hence the flapping mudguard. Had it happen on my 94 LT, with the guard then rubbing on the front of the engine.

The bolts that hold the back part of the mudguard on, if over tightened, will deform the plastic mudguard, and allow the guard to slip out of the bolts - leaving it hanging by the top center screw.
