I'm quite prepared to believe that there was no malice intended, but surely a little common sense would have suggested that it would deeply offend quite a number of people.

It's a bit like when we get people in the UK dressing up as Hitler for similar events...they may not do it to stir up racial hatred, but they must know what effect it will have on some members of the community, so in my opinion that's as bad as (or worse than) if they'd actually intended to be offensive. Either that or they're just plain stupid (which is equally just as possible).

There must after all, have been thousands of other costumes which could have been chosen instead.

In the times ahead, be on the lookout for the racial/predigest card to be played more freely when anyone disagrees with the politics or policy from a person of color or other affiliations.
