If I remember correctly the older K-RTP (police model) had them
Phil Marvin a long term member here (passed away a couple years ago) had an ex-police bike with those bars.
Might be pretty rare, good luck finding some though.

Hello,
I have seen some on UK Police bikes....
According to MAXBMWMOTORCYCLES Fiches they show a part in 46_0254 - European models circa 1994
Part number 46 71 2 316 215 & 216 which are Protection Bar rear left & Right. There are associated fittings as well. Bad news is they are shown as no longer available - I can't make out whether you would be able to use panniers with them fitted or not.
Find someone who is breaking an old Police bike would seem to be the best option but then most of the K1100LT bikes that were in use have probably been long broken...
I am on the waiting list at Motorworks should any turn up
