I sold that dude some parts. He sent me that very same picture.
There's a 93 <10k K1100RS on ebay right now in Indiana.
And anorher one in Shelbyville, IN with only 8k. Starting bid for that one is $7,500. You can get a 10k K1200RS for less than that these days if you look around.

Any idea how he's coming up with a model year of 1998? Is that when the salvage title was issued?

The final K11 RS would have been manufactured in Oct/Nov '96, likely reaching the US by December '96.
With the new K12 RS available, this one may well have been gathering dust in the showroom for some time.
However, is it likely that the dealer would have kept an expensive bike in stock, unregistered for 13-14 months
