What does that little red light blinking on my stock radio signify. Can't figure how to shut it off.

You can't shut it off. Tis there to warn the light fingered that it needs a code should the power be removed.

.... Or to draw the perp's attention to a radio. Maybe they are giving the criminal's brains too more credit than they deserve. 
Oh well, just another thing to drain the battery
