Someone (individual or dealer) couldn't create a simple jig to re-form handlebars?

One of my bikes had apparently been dropped and the handlebars slightly deformed. Got an undeformed set from Duck, but when we compared the two, the deformation on the first set was relatively minor: if we had known how to reform them, and had a set of standards to do that, it would have been simple.

But I'm just a retired English professor, and so this is just speculation akin to that dealing with who wrote Shakespeare's plays....
